The INTERNATIONAL SPORTING CODE of the FIA says: professional competitors or drivers holding a licence issued by any EU country, or by a comparable country designated as such by the FIA, shall be entitled to take part and score points in national events taking place in EU or comparable countries on the same basis as nationals of those countries.This or something similar has been in the regulations for years, and the same wording appears in the MSA REGULATIONS PERTAINING TO NEAFP APPLICATIONS but it seems it is sometimes ignored by some ASNs. I know of 4 cases in recent years where this regulation has been ignored by 3 different European ASNs, with the result that competitors have had to change their plans, competing in different series or changing their licence. In none of the cases did the competitors make an issue of this, and I know of no test case, but if someone did push it I think the ASNs could have problems. Not only with the FIA but with the EU, since freedom of movement of labour is one of the fundamental freedoms in the EU. I have only used this regulation a couple of times, to compete on small non-NEAFP rallies in the UK using my non-MSA licence. This has been fine, once I have guided the organisers to the appropriate rules. The problem is with some other ASNs. Does anyone have any experience, good or bad, in using this regulation?

This will show my ignorance of this matter. AGN's?? This is quite a nice post to be fair and one I would be intrested in looking into further. I am looking into competing in Ireland and Belgium of next year. I have approached the people organising such events to be told for Belgium and Ireland that it must be a National A min requirement. Can you post a attachment for this please.

An ASN is a national governing body for motorsport. For GB it is the MSA.
You can do internationals anywhere using an international licence of course.
You can do overseas national rallies if they are included in the NEAFP list (National Events Allowing Foreign Participation) and you have a suitable licence - I think National A but I am not really sure about UK licence grades.
The problem comes if you want to do foreign events not on the NEAFP list, or you want to score points in a foreign championship. The FIA regs say that you can do this if you are a professional. The issue is that some ASNs don't seem to abide by that rule.
The FIA and MSA rules I mentioned are links. They don't look like links but if you click on the capitalised text you can read the documents.

Interesting read that document Expat. Have just looked for the events under this banner an there are 18 Rallying events within the British Isle's NEAFP.pdf (28.65 KB) What has surprised me even with an International Event most of the events are for Nat B Licience and yet when enquired all stated Nat A only. Could have been a expense that is not necessary

The event has been prescribed on the 2013 FIA International Sporting Calendar, under the heading “National Event with Authorised Foreign Participation” (NEAFP), therefore competitors from any one of the 21 EU (or comparable) countries holding National Competition Licences issued by those countries may enter. The holders will be subject to MSA General Regulations whilst competing (MSA GR H26.2.1.)
Fist time I have seen this within regs. Ifind myself looking for this on all regulations I lookm at now. It may be just due to the fact it is a Armed Forces rally
